They're in a resource dungeon (called "Mysterious entrance"; it requires 85 Dungeoneering to enter) inside the Asgarnian Ice Dungeon, the one dungeon where there are Ice Knights, Ice Giants and Wyverns. The entrance to the dungeon is right behind Thurgo's (the old dwarf who sells the Smithing cape near Port Sarim - He likes redberry pies) house.
